The following subjects were discussed in the meeting as per the agenda and decision taken are as follows:
- Electing new members - postponed for a month..
- Change of security - postponed for a month.
- New members and new responsibilities - wait until electing new members , item 1 above.
- Safety measures - Hand railing , fixing seepage in basement, checking electrical lines, Naveen to get a proposal for everything put together from a licensed vendor.
- Lift maintenance, plumber and gardener - Get quotation from a professional organization for fully outsourcing all activities, Generator, Garden, Electrical, Plumbing, STPI, Security, Garbage clearance and House keeping.
- More seating in the front - Remove the broken seating and order two more similar ones - Kapil Agarwal to get quotes and work on placing them.
- STP - AMC - Kashikar uncle to get a competitive quote from a different vendor.
- Notice board - A block - Naveen to get a carpenter and get a quote for placing the notice board in A block.
- Gardening - Shilpi will be volunteering to take care of garden maintenance. STP water will be used for the garden
- Plumber - Bhaskar Reddy / Naveen to find one , Apartment will pay for general maintenance of electrical and plumbing work in the apartment and any internal home improvements should be agreed with the plumber and paid.
- Water controller need to be repaired in order to automatically turn on motor when water level goes down. Andy / Naveen to work on this.
- Lift/elevator replacement - Lift people has given a quotation of Rs.7.5 lacs per lift, if B block is replaced, the parts can be used in C block and A block and we can run it for a year. Need to consult with Vinodkumar P about this and discuss and decide as he was working on this before.
- Last months actions - Garbage bins purchase - Alok volunteering to help and purchase bigger size bins which can hold garbage for 4 days, so that garbage will be kept enclosed in bigger bins.
- Last months actions - Posting all circulars and memos in the future - Eldorado ladies will co-ordinate among themselves and print all circulars and memos from now on and post 1 copy in each block.
- Last months actions - Storage maintenance - Amit Agarwal volunteered to work on this. Amit will get the old inventory from Naveen and work with Kashikar , check current inventory and take control of the storage and items.
- Last month actions - G15 - 115 water seepage issue - Amit Agarwal will call G15, 115, 215, 315 and 415 for a meeting and resolve the issue with the help of a plumber help from Naveen. If the issue is outside the apartment , this will be paid by apartment , if it is inside it will be shared by the 5 flats.
- Last month actions - Circulars to be posted in notice board - Alok volunteering to print 3 copies of last months circulars and post it in the notice board. The circulars sent last month are:

- Garbage collection time change to 7.30am - After discussion in the meeting it was decided that the garbage collection times will remain the same. The house keeping person is coming at 9.30am and starts work around 10.00am. Alternatively homes can directly drop the garbage in the bins placed in the basement if possible. We will discuss other alternatives if anything that can be done in future meetings.

2019 January circular about maids terrace and plumber

Circular for owners to inform maids, terrace timing and about plumber
Instruction to maids:
This is to bring to your notice that it has been observed that the terrace is being used for littering by the maids and cooks. Please advice your maids to use the common rest room located in the front of the apartment near the garden. Naveen has been instructed to maintain it clean.
Terrace timings:
It has been decided in the previous meeting that the terrace of all three blocks will be closed from 11.30pm to 5.00am for various reasons.
Plumber use:
The apartment plumber is employed to take care of the common electrical and plumbing infrastructure of aour apartment and for petty maintenance work inside the flat. Other than that his service can be utilized by paying some extra cost on hourly basis which could be negotiated with the plumber.

The following subjects were discussed in the meeting as per the agenda and decision taken are as follows:
- Monthly receipts and expenditure statement up to December 2018 - was presented by Lavanya and it is approved.
- Meetings will be conducted every month on second Saturdays
- Send memo to flat owners to find out their interests in being a member to taking up any responsibilities.
- Flat#409 pending maintenance will be paid by Ashok Reddy and no due to be issued. Bhaskar Reddy and Andy discussed with Flat#409 representative and an agreement was arrived.
- STP - Rajesh Reddy has quoted Rs.15000/- annually towards STP maintenance work. We should be getting more quotes to compare.
- Approved to buy big garbage bins to keep it in the basement room.
- Wet waste control to be considered.
- Get proposals for quick composting 50kgs a day within Rs.1 to 2 lakhs.
- Send memo to the residents instructing their mainds to use the toilets rather than misusing the terrace.
- Send memo to the residents on the terrace being closed during the night from 11:30pm to 5:00am.
- Storage maintenance - to be handed over to someone.
- Notice to be sent to Flat#G15 and Flat#115 to discuss on the seepage issue.
- Quotation needed for the lifts from Johnson, Otis, Kone, Copper and Hepzi.
- Memo to be sent to the residents on getting work done by plumber.
- Next meeting to be held on the 17th Feb 2019.

Meeting minutes 2013 April 7
Minutes
of the monthly meeting of the Association held on 07 April, 2013
1. Water
Supply: During the summer months in the past 2-3 years (March-May),
we have faced difficulty in getting water tankers at normal rates.
This
year, we are getting Cauvery water supply but, to meet the shortfall,
we have to depend on tanker supply. Though we have efforts in place
to get as much Cauvery water as possible, cooperation from residents
is sought to minimize the consumption to manage the situation.
2. STP
Water: It has been decided to call for an engineer to consult as to
how the STP water can be utilized, as a source for flushing of
toilets of all flats and the infrastructure and finances required for
the same. This task will be discussed in detail in the next monthly
meeting to be held on 05 May, 13.
3.
Sailendra will present the receive and expenditure statement for
April, 2013 on 05 May, 13. At that time, the committee will discuss
the priority of works to benefit the residents of Eldorado
Apartments.
4. List
of defaulters in payment of monthly maintenance will be published by
04 May, 13. Action to be taken in addition to imposing penalty, which
is already in place, will be discussed.
5.
Improvement to (1) Gym, (2) Garden, (3) Basement, (4) Children’s
play area will be further discussed in the meeting on 05 May, 13 and
action will be initiated based on the availability of funds.
6.
Registration of bore wells as per BWSSB requirements has been done.
Property tax payment for 2013-14 should be done by the owners by 30
Apr, 13 to avail 5% rebate, as per BBMP notification. BWSSB RR No.
SE118012013118 should
be quoted in addition to the BESCOM RR number in the property tax
form.
7. Mr.
Rahul Singh has complained to Marathahalli police to intervene and
stop the loud sound coming from Multiplex area in the nights,
especially on Saturdays and Sundays. Police appears to have
positively responded to his request. This has to be watched and
reported further, in case of recurrence.
8.
Nuisance from Dogs: Flat owner 311 has complained against the
presence of dogs in the common area and causing injuries to inmates
was brought to the notice of dog owners who were present in the
meeting on 07 Apr, 13. It was decided not to bring out the pets in
between 1400 Hours to 1900 Hours on any day and also not to take the
pets to terrace. The dog owners have accepted this proposal.
9.
Filling the building cracks has been considered as highest priority
item. Mr. Rahul Singh and Sailendra are assigned to select a
contractor for the job and getting the job completed.
10. The
next monthly meeting of EAOWA will be held on 05 May, 2013 (Sunday)
at 11.30 AM at the usual place to have a thorough discussion on all
the above items and any other items felt important and necessary.

Special mention and thanks:
Sincere thanks to Mr. Kashikar (President). One person who is dedicated, committed and have been taking every single step that is required right from filling the forms, following it up with Government officials, talking with the Agent, for being there from start to end and for ensuring that this is eventually completed. In spite of his age, he had put in so much of effort and man hours which definitely requires applauds. Great job Sir! You have set a great example for others.
Special thanks to Mr. Jeetendra Singh. Without him putting pressure to BWSSB management this would have taken several more months. Sincere thanks to you Sir from all of the owners.
Special thanks to Mr. Ranganathan. He is the one who made most of the details like BWSSB challans, property tax bills uploaded and made available as scanned copies. Was involved in the initial negotiations of employing the plumbing agent, finalizing his cost and various other arbitration. When the Government agents asked for further proofs during validation, just because everything was available online, we were able to provide them the documents again and again. Thanks Ranga!
Special thanks to Rahul, Franklin, Kalyan, Kiran, Sanjeev for helping in collecting and following up with Corpus collection. If we didn't have sufficient funds we couldn't have made this happen. Not only that, we would also have ended up paying exorbitant interest if we weren't able to pay in time. And thanks to every committee member and all others who had been part of this and help this happen. Forgive me if I had missed anyone's name.This definitely calls for a celebration.

BBMP BESCOM Tax payment - April 2013
All,
I see below message on BBMP website. We need BESOM and BWSSB RR numbers to pay this years property tax. But i dont find any number on BWSSB paymnet receipt that i have. Individual flat owners should have RR or will it be for the entire apartment?
Any of you know where to find the BWSSB RR number?

Apartment Core committee working on BWSSB
The apartment core committee members are working on bringing BWSSB water to Eldorado apartment, after Mr. Jitendra Singhji helped us. Mr. Jitendra Singhji talked to the higher authorities in BWSSB and got some movement in provisioning water to our apartment if all the formalities can be completed soon. Your co-operation is necessary now to make this happen. If we get the necessary documents and pay the necessary fees within this week, we can get water within one or two weeks.

Apartment maintenance items need attention - portfolio members please attend
I request Eldorado committee members with different portfolios to act on their respective areas of responsibilities and take care of the following activities that need desperate attention.
- House keeping:
- House keeping people who should perform daily cleanup activities and garbage pickup are not tuning up on time.
- Garbage is left out on both sides of the stairs in some floors.
- Basement cleaning reportedly completed has to continue every month.
Computerization of Eldorado records

We are seeking approval for around Rs.3,000 for a monitor and around Rs.10,000 for an all in one printer/Scanner and for one time cost for a low cost broadband connection.
We are also seeking approval for a recurring cost of around Rs.600 per month for getting a broadband internet connection from Airtel and Rs.300 for power for the computer.

Naveen or Security are not employed for personal activities
I request all apartment owners to inform your tenants to not use Naveen or Security for personal activities. I also urge apartment owners who live in the apartment to not use Security and Naveen for any personal work like paying Electricity bill and other chores. Naveen is here for performing Apartment management activities only and not for personal work. If we need a helper person for such household chores we can employ a person on our own if each one of us contribute Rs.100. However association does not want to get into the activity of performing household chores.
Adi Sakthi has proposed a water cost increase from Rs.225 to Rs.300 from June
Adi Sakthi has proposed a water cost increase from Rs.225 to Rs.300 for 4000 liter tank from June 2012 onwards. My guess is that they have given this number with a thought that we will negotiate Rs.10 or Rs.20 lower and settle for a lower number.
I heard from Mr.Kashikar that there are other water suppliers who can provide water for lower cost even less than Rs.225 even now. Does anyone have time to go find another vendor to replace Adi Sakthi?

First of all I'm not sure if the association can help us take any decision on this matter but since the issue is present in almost all the flats, I thought of discussing the matter in this forum so that we can all come to a common conclusion.

During the meeting last week there was a discussion about lack of participation in apartment activities from the Core committee members and members who carry a portfolio like House keeping, Electricity, Water etc.
At this time we dont even know who is responsible for it as the 6 or 7 members who meet every month are just continuing to do whatever is possible.

Sewage treatment plant cleaning and repairs April 14 2012

A proposal for increase in maintenance cost of Rs.800 was made in the meeting and a vote was taken whether we should proceed and discuss this with a bigger audience. The vote we got was 7 for and 1 against. We will be sending more information for the reason and purpose of the maintenance cost increase in the following days. The cost of maintenance will go up by about Rs.800 in order to not make any increase for 2 more years. Please look for a followup email and comment.

When I was talking to some of our neighbours, I had a thought that why not we have a potluck gettogether in our apartment ,as it has been a long time since we interacted with eachother. I had a discussion with few residents and found out that they are also interested in this.
We are planning to have a potluck lunch gettogether around 12:00 noon near the play area on the 24thmarch(the weekend after the kids exam get over).I request all of you to take part in this event and bring one food item with sidedish for the same.Lets make it Vegetarian as it would be simple and good.

Garden maintenance and water supply - Mar 4 2012
The following decisions were made on March 4 2012 regarding the Garden flat owners maintenance and water supply.
- Gardener Service : Gardener Service to homes will be discontinued effective immediately as we are not able to maintain a permanent gardener.
- Maintenance charges : From now on maintenance charges for Ground floor garden flats would be as follows:
- 2 BHK - Rs. 2200 fixed + Rs. 200 variable based on water supply = Rs.2400.
- 3 BHK - Rs. 2700 fixed + Rs, 200 variable based on water supply = Rs.2900.
- Water Supply monitoring : Naveen will maintain a log of water supplied every day in a book.
- The water supply book will be reviewed for calculating the water charges for the Garden flat apartments.
- 75% or more water supply will be considered for full water charges.

Elevator/lift painting completed - Mar 3 2012
Dear All,
With some creative thinking from Kaushik and under the guidance of Kaushik, in co-ordination with Vinodkumar, the elevator (Lift) painting was done during the last few weeks and the elevators now look very nice. Kaushik, thank you for the work and effort in completing this.
The general house keeping money was utilized to procure the painting materials and to complete this job.
After the completion of this activity Naveen came to me and requested that he be taken care for the extra effort that is put in completing this job. I feel it is fair to paying him something when he has put some effort in taking care of this. What is a good amount to pay Naveen?

This is about the concern you had regarding the recent transfer of BESCOM from your & your mother name to association name.
This process actually started sometime last year and with the roll-out of new committee, few things were followed up. Hence I discussed with Mr.Kashikar(President - last year) about this. Came to know that a separate NOC(no-objection-certificate) was obtained from you & your mother and the application was submitted then(association has the copy of both of you signed letter). Only based on that it was applied at that time. Later they asked to fill the new form again which is the one you said you would want to hold. However, based on the old original letter the transfer was made. This is the information I got.
As I mentioned in our telephonic conversation, we (association) don't engage or do anything unethical. Furthermore, we are volunteering to help our own society/community in whatever ways that are possible to make it a better place to live. There is no bad intention here nor association did forgery. If you still want to discuss, we would like to hear from you and there is a meeting coming up this Sunday, 26 Feb, 2012 at 11am at regular place (ie. play area). You may join us and we can discuss at that time.

This is a follow-up activity from last committee that was recently closed.
Thia is about transfer of Electricity bill name from Mrs.Lakshamma & Mr. Bhaskar Reddy to Eldorado Apartment. Association moved papers for transfer of name with the BESCOM. Based on that, effective from month of February, we now get the BESCOM bill issued in name of Eldorado Apartment.
Attached is the copy of the bill received.

2 ladies for Housekeeping - Feb 13 2012
2 ladies for Housekeeping appointed to sweep, mop, clean basement and to clean front and ramp areas. They will turn up by 9am everyday and will work for 2 or 3 hours and will leave the premises as and when the job is completed and as instructed by Naveen(our supervisor).
Note: Housekeeping guy we had earlier didn't turn up from last Thursday(9/Feb). This action was taken based on decision taken in the committee meeting and to manage the situation without the old housekeeping guy.

Recently there had been incidents where one of the security person was observed to have bad conduct with residents and maids entering the premises. Based on inputs from respective portfolio office bearers (Mr.Rahul, Mr. Kalyan & myself), the person was replaced and this was escalated to the agency to avoid in future. Task: closed.

Almost an year ago my home members agreed and accepted to use STP water for the garden.
After one year of erratic water supply and getting sewer as water suppply and bearing the intolerable sewer smell directly in close quarters, I am here to represent the plight of the ground floor garden apartment owners.
The following happened in the last one year:
1. The garden plants have become weak and unhealthy.
2. Some plants like Tulsi have died and does not grow any more.
3. We bear the stinking smell of the STP water once in a while.
4. The stinking water is also not supplied regularly to all apartments with garden.
5. The only plant that is growing now is Banana in my garden and some display plants.
I request all the apartment owners to agree with my proposal to help us reviving our garden, by resuming normal water to our garden until the date when STP water is completely treated and is in a condition that each and everyone of you are ready to touch the STP weater by your own hand.

Over a
million people are killed every year due to road accidents. In India alone,
nearly 100 thousand people lose their life as a result of road crashes. This
number is higher than deaths caused due to natural calamities or any contagious
disease. Bangalore city accounts for 800 accidental deaths annually. Apart
from this, nearly 4000 people are injured every year.
One of
the reasons for Road accident injuries, especially for passenger of 4 wheeler is
lack of awareness about wearing seat belt. Seat belt is one of the oldest,
cheapest and most effective passenger safety device in any vehicle. Seat belt
when used reduces the chance of serious injuries by 50% and fatalities by 20%.
Rule-138 of Central Motor Vehicles Rules makes wearing of seat belt mandatory
for the driver and front seat passenger for 4 wheel vehicle.
During
the last one month, Bangalore Traffic Police has initiated a campaign to educate
road users about wearing of seat belt through media, FM Radio, Facebook and
junction billboards. In order to achieve 100% compliance to seat belt rule, the
voluntary support of road users is essential.
Bangalore City Traffic Police requests you to join this campaign by issuing an
internal circular to all the employees of your esteemed organization to wear
seat belt compulsorily. Your support will make a big difference and helps us to
bring greater discipline on roads. It will also go a long way in making our
roads safer and the city more livable.

- Information from Bhaskar Reddy is that for the purpose of vote bank water is provided in Marathahalli and BWSSB is giving false claims to achieve their revenue targets.
- Enquiry in nearby buildings shows that water is not flowing in the pipe and no one has got water on our side.
- Once we get the confirmation from Jitendra Singhji we will expedite the application.
- Naveen is entrusted with the responsibility to get the form and submit the application by end of next week.
- Maintenance and Corpus collection.
- Apart from the " Decisions related to corpus and maintenance payments on 8 Jan 2012 " the following decisions were made:
- Maintenance payments have to be made one month ahead of time.
- Apartment owners paying maintenance once in 3 months or once in 6 months should pay 3 months maintenance ahead of time and not after 3 months.
- Penalty will be levied at the rate of 12% per annum (1% on the pending amount) for a period of two months.
- Essential commodities will be cut, if default of payment happens for a period of 3 consecutive months.
- Bye-laws will be amended to provide for taking the above actions on defaulters.
- Kashikarji will circulate the current bye-laws to all committee members in order to propose the above amendment.
- The following Apartment residents will will co-ordinate the Corpus collection with other committee members:
- A Block - Rahul Singh
- B Block - Franklin
- C Block - Kalyan
- A penalty of 12% per annum 1% on the pending amount per month will be levied on the pending amount after 31 Jan 2012, as decided by the committee in Jan 2011.

Dance - Aerobics classes in the gym - Jan 2012
Dear All,
This is a very good initiative, which was interrupted in the middle due to the dance teacher taking a break.
This class was happening in the gym and I approve this request of conducting the dance and aerobics class in the gym.
The only requirement that we have in the committee is that the classes be conducted in a stipulated time and it should be published one month ahead of time. If there is movement of the gym equipment it should be carefully done and moved back to its original position as it is when the class is over.

The dance teacher, Mr.Dominic, who was conducting classes for the kids in our apartment had taken a break for over a month due to some personnel commitments at his end. He has contacted us back and expressed his willingness to resume the classes along with a few other new additions (plz find the attachment). Removal of play area equipment - 27 Jan 2012
The Sand removal from the play area was completed as planned. We got representation from committee members and resident for the removal of the play area equipments.
A survey is now sent to all residents in Vanshee Eldorado whether they agree to the proposal of removing the play area equipment or not.

BWSSB water supply to the apartment not coming in 2012
I heard from Bhaskar Reddy that the water is not flowing in the pipes in front of our apartment and it is only going to be done in 2013.
As there is a bigger vote bank inside Marathahalli, the Marathahalli city has got water supply and Outer Ring Road is not getting it this year. However if we enquire the BWSSB people they are encouraging everyone to pay as they have a revenue target to meet for this year. To validate this point I asked Naveen to go and inquire in Aishwarya, Park plaza and one more place on the road and none of them have got water at this time.
Bhaskar Reddy is going to ask the Engineer from BWSSB working on this to come and meet us on Saturday or during next week to explain the situation to us. Based on the discussion we will decide on whether to pay the deposit this year or not.
Mr.Jitendra Singh can also inquire from his office whether this is true or what is the ground reality, because he might have insight into this from an inside perspective.
Whether the water is coming or not we will complete the collection of Corpus fund by end of this month or in the next two months and proceed with the other maintenance activities and hold the deposit payment in Bank until BWSSB is ready to supply water.

Why was sand removal from play area stopped? 11 Jan 2012
After lot of deliberation on the "sand removal from play area" subject, it was decided, that we will remove the sand and leave it blank until we get fresh sand within affordable cost of Rs.15000.
But now I heard from our Manager, that the removal was stopped after a kid got hurt, when the kid climbed up the blank swing and fell down.
"The sand removal was initiated for health reasons and we mentioned that the apartment residents and parents of kids, are responsible for the safety of their kids and well being until the time the sand is replaced."
I am planning to ask the Manager to start the sand removal process starting from Monday if no one objects to this process. If you have any objections please let us know why and if the reasons are something new other than the statement above we will discuss and find a way of how to mitigate your concern and then continue with the job.

On 10th Jan 2012, the housekeeping person scrubbed the spider web and dirt scrubbing in A block .
I request some of you inspect the floor and the staircase areas of A, B and C block and confirm that the spider web and dirt scrubbing was done well.
At this time this activity will be done every month from now on. If needed we can change this to shorter intervals in the future.

Replacing tubelights and some tubelight holders in our basement 9 Jan 2012
9th Jan 2012.
Some of the tubelights in the basement have gone dead and some are missing. There are few tubelight holders in our basement that are missing as well.
It would cost around Rs.2000 to replace all of these. I am going to approve this cost.

Decisions related to Corpus and maintenance payments 8 Jan 2012
The following decisions were made in the meeting on 08 Jan 2012 other than the election and selection of the General body members.
Maintenance collections:

- Send notice to all defaulters.
- Look at amending the bye-law which provides the apartment management authorization to take action on defaulters if needed.
- Get an undertaking from each apartment owner.
- Consult with plumbing and electrical technicians about cutting the water supply and electricity for defaulters.
Corpus fund:
- The general body decided to not going back and dropping the corpus fund and refund it, instead work with the those who have not paid so far to pay it.
- Levy an additional fee for those who go beyond the One year deadline.
- Corpus fund collection (all 3 installments) shall be paid before Jan 31,2012.
- The last two installments of the corpus fund is going to be used to get Cauvery water to the building. (deadline Feb 15,2012) If not the money will not get the desired result and we may not get Cauvery water until 2013 spending a lot on water charges.
